Leicester and Southampton had been interested in Anderson, 25, but it appears the Hammers have won the race.
Lazio are already Rubin Kazan’s Sardar Azmoun and Wesley from Club Brugge on their radar.
Anderson’s stock has dropped in recent years, having been close to a move to Manchester United in 2016.
Injury issues have taken their toll and the emergence of first Keita Balde and then Sergej Milkinovic-Savic has seen his status with the squad drop.
Last season, he made 32 appearances in all competitions for Lazio, despite clashing with manager Simone Inzaghi.
